I can't trigger it from the menu and keyboard shortcut neither.

We are not aware of any problems with that. Can you please share a bit more info: a screenshot with the code sample or a screencast would be helpful. Also the IDE logs (menu Help - Compress logs). Thanks!

I have sent an error report, but also after the update it works now. Is it possible, that it was caused by external tools updating the source code and webstorm loading it on every change? I am using Chrome dev tools to edit code a lot.

Refactorings can stop working if there's some exception occurred when parsing the code. Theoretically, modifying the code remotely and then reloading it in the IDE might have caused that (but ideally it should not). Logs would help to understand what's happened.
