Hi Amadou, sorry we haven't replied sooner. Not sure we understand what the problem is. This TSLint preset enables a set of rules, including one that reports using single quotes: https://github.com/palantir/tslint/blob/master/src/configs/recommended.ts#L125 … You can override the rules defined in the preset in your TSLint configuration
This is exactly what I have been doing (actually the Angular CLI did it automatically for me). In fact, the bug happens only on JavaScript files, not TypeScript file.
To reproduce the issue: 1) ng ng new webstorm-tslint-repro --defaults 2) Open the karma.js filepic.twitter.com/m7sfMuKdQL
Just to make sure we are on the same page here: the problem is that WebStorm checks .js files using TSLint, right?
I think that TSLint has always checked .js files. The problem for me is that TSLint doesn't honor the rules defined in tslint.json for Javascript files.

If you're using TSLint 5.12+, as a workaround, you can add "linterOptions": {"exclude": ["**/*.js"]} to tslint.json
