How extensible is WebStorm to where I could work in and include a `Model...` extract? Get a class with constructor, readonly arguments, etc.

No, sorry, it's not possible to Extract/Create a class from an object. You can only create interface first and then use the Implement interface action (Alt-Enter) that will create a class. Feel free to submit a feature request on https://youtrack.jetbrains.com/issues/WEB Thanks!
