Webstorm is great but code has been getting quite a few code mod integrations that go beyond what I saw in Webstorm (in key areas). E.g. refactoring projects to TypeScript, it can add types to all variables / parameters based off jsdoc comments and actual usage.

All the quick-fixes/intentions provided by TypeScript itself, including the one you've mentioned, are actually also available in WebStorm
