Is there a way to permanently opt-out of "perform code analysis" and "check todo" in the commit dialog?
I always need to deselect these two every time I commit to a new repo.

Oh! Actually, you can do that in WebStorm 2018.2 - it's now available as an Early Access Preview: https://www.jetbrains.com/webstorm/eap/ The configuration is available in the Preferences for new projects (menu File) - VC - Commit dialog.
Please note that it will only be applied to the new projects you open in WebStorm
