Yes, it is: simply select the EAP version from the dropdown menu located next to the WebStorm icon in Toolbox (http://jetbrains.com/help/webstorm/installation-guide.html#3aa59546 …) and you'll be prompted to choose from the available installation options, including the EAP build. Avoid unnecessary typing whenever possible: when adding a new HTML element, type the name of its start tag and then press Tab. This way, WebStorm will insert the rest of the syntax for you.
