Guess he hasn't looked around much at government facilities to see what's going on. Many times takes years for RFPs to be developed and then put out for bid. By then items requested can be outdated. Need to change the procurement process for tech, perhaps.

So agree! This is complete malfeasance in my opinion. In fact, there should be a cabinet level position responsible for IT and all related processes.

Interesting idea! I think there should be just streamlining for IT contracts. Different way of doing it than the old way. Forward-thinking standards could be set by your IT cabinet person - someone with knowledge of what's coming down the pike.
