The IRS should have been under a serious investigation a long time ago including dismissals and criminal charges. They have been abusing tax information for years.

Has it occurred to you that it might not be the IRS, but his tax preparer and for him/her to release it is perfectly legal. Third-parties can release taxes. Look it up.
