First big WCS event of the year and the handbook is MiA. :<

@DrAeromi What would the handbook do for a DH event? Likewise, what would it do for an IEM event? Both have their own rules already.

@messioso Because DH and IEM are part of the WCS circuit and I really want to read it.

@DrAeromi In terms of a single tournament it's essentially irrelevant this year. You're being a pain for the sake of being a pain.
