People who are actively manipulating votes deserve bans (maybe warnings?). Would love some clarification on the 9-1 "guideline" though...

@rollinthunder@SC2_Improve the 9-1 is a rule of thumb. More specifically - "or it always seems to get voted down" seems to be important
