She was made into one by Arthas actually, in the beginning she was more a arrogant high elf that meant no real harm to innocents. Even years after his death the boy's legacy still marrs the world.

Because Blizzard decided lore doesn't matter and when you can wash away any good a character did with "they were lying." regardless of the intent when their stories were written or how they'd been represented before, they decided to go the lazy route. She never cared for the Horde. Vol'jin didn't like her. Garrosh placed her under guard. The Ebon Blade and Argent Crusade had her under watch. She's always wanted to kill the living that turned against her. It's well within her character, we're just unsure of her true end game.
