pvp is unbalanced with Artifact and Legendary in the game killed the Outdoor PVP :D if you can manage the balance on damaging players hmmm.

This might be hard on the code side but world pvp should use pvp stats for pvp actions and use normal stats for pve actions (at same time).

Pvp gear with scaling ilvl and stats was a fair compromise for this. Wod wpvp was good outside of toys. But legion is a pve race for gear
