Of course he should testify - if he’s the patriot he holds himself out to be.Those who have nothing to hide, hide nothing.

Is he afraid of implicating himself or will his testimony under oath contradict what he wrote in his book?

Is it anything other than on brand for the GOP though?

His testimony will consist of answering all questions with, "Read my book!" ..... "It's in the book!"

And then his book could end with him doing the right thing for the country

It is pointless to talk about what Republicans “should” do. They don’t give a shit about “should” and “ought,” because they are utterly amoral, and act only out of self interest. Make doing the right thing what they MUST do to survive politically, maybe then they’ll do it.

John Bolton should come in and testify. If he does not, he is a coward. And will still be a coward even if Trump goes. He was a scared loud person on the Kavanaugh hearings. Get rid of him. Let him find a nonpolitical job.
