He knew what he was saying. Why would he have spent so much time devoted to saying he shouldn't say it. He very clearly is all about nationalism, and this hasn't changed since his election campaign starting in 2015. You're lying to yourself if you believe he means patriotism.

Nationalism implies a national identity, which often goes hand-in-hand with a national ethnicity. Trump is xenophobic by virtue of his immigration policies. So, I don't think it off base, at all.
