Back to the 2010 Commonwealth Club speech: Harris was also asked about prison overcrowding. Rather than discuss overcriminalization and prosecutorial prioritization, she instead argued the need to address recidivism. In other words, the laws weren't the big issue.pic.twitter.com/phHyn6wnbk
