If you need to ask you probably shouldn’t. The video was taken from a police cruiser, making it public owned. Therefore- it is free to be used.

During weather conditions such as this, a stopped car should ALWAYS know to have their hazard lights on at a minimum. Please be sure troopers are trained to know this, even heavy rain deteriorates a persons vision, and this was worse. Glad all are ok.

You wouldn’t have seen his cruiser lights, because you’re looking at the front of the vehicle. It is against the law for them to be on unless he is pulling someone over, and or in route.
