        Caving to Chinese demands over ZTE might gain us short-term concessions but will lead to years of negotiations from a position of weakness. We must take a hard line with ZTE and send the message that Chinese firms cannot skirt American laws and get away with it.

        So he created a situation that opened up a window for China to make demands, gives in to those demands to return to the state prior to the manufactured chaotic situation. Net outcome: gave China something for nothing in return. Ok.
