Because housing prices in California are so affordable, why not add another $20k-$30k? Luckily energy prices there are so high the payback period is somewhat shorter than in other places.

So now you must be able to afford your mortgage, your property taxes and the purchase and upkeep of solar panels? I'm all for using natural resources but the cost of a home is barely affordable -- just the home.

Is solar cheap enough that the panels pay for themselves over the life of the mortgage?

You must buy them upfront. It's not about paying for themselves over time as much as it's requiring homeowners to purchase something they might not be able to afford.

No. They are supplied by a private company and installed upon full payment only. My neighbor looked into it but could not afford the upfront costs. What would they have done if it was required? Reminds me of Obamacare insurance requirements, although no upfront expense.

Why can’t the home builder include the price of solar into the mortgage loan?

Typically they are different vendors, like a surgeon vs the anesthesiologist.
