        Census is about number of people living in an area and not number of citizens. Problem with providing this information is they will use it to target people.

        Unlikely, but I wasn’t referring to census, which could be analyzed to project approximately how many voters expected. Something amiss if more votes than number of voters in a district, per census.

        Why not? Legal aliens used to have to register their job status & address every year in January. What was wrong with that? Or declaring your immigration status on census which determines congressional representation ?
