Way too early to determine the cause. Engineering could be totally acceptable but faulty materials, in which case the P.E. would have been correct in stamping but G.C. could have used cheap materials. Low bid contract?

Agree. it’s too early to determine the cause. But if a P.E signs off on a project a major factor that should be taken into consideration is which materials are being used! Can’t bypass that.
