        Students test into these programs. Or let’s say fail into these programs. So should put more white kids in that don’t need it..taking resources away fro kids who do..or take minority kids out of it denying them services that may help. Quite a conundrum.

        We need to offer students speaking other languages actual second language education, not one year and thrown to the wolves. Also, special ed should be for those with struggles to be at grade level with their peers. Pay for education now or social services later.
