        No it didn't. It said it has to follow procedure. It has to go to the 9th Circuit FIRST and then based on thst ruling it can then go to the SCOTUS. It's called procedure and standing. More #fakenews

        Some of us can't read the article because of article limits and can only go based on the headline, which wsj knows - thus intentionally making that the headline. It was designed to be intentionally misleading and based on some the comments, it achieved its goal.
