        Unfortunately they are mistaken. The best place to charge the cost of the environmental impact is when it is being drilled, mined, etc that provides the incentive to keep air and water clean and to sequester carbon

        That is called a free market self regulating without government interference. This is how it is supposed to work

        Actually it’s called a “free-rider” problem in which private industry can produce more cheaply if they let society as a whole pay for the environmental impact. That means a future with higher taxes for all and possibly a food, potable water and breathable air shortage
