Because that money couldn’t be used for other things like allowing low-income students to attend..

This is about admissions (and branding), not financial aid. Everybody has access to aid, and at many private schools the vast majority get some.
-
I know there are two different budgets but I still think this is a waste of money. People don’t want or need balloons. They need to know they’re able to get in and afford quality education.

Well in Butler’s case (which I am most familiar)
@MSKaltenmark usually tacks on some#ButlerBound visits with@ButlerBlue3 while traveling with the basketball team. So the per-trip cost of each visit is quite low. The regents have been incredibly pleased with Butler’s marketing. -
You are also thinking of this as overhead that’s tacked onto tuition. It’s not. Private school and out-of-state tuition has gone up so, so much in my lifetime it’s absolutely insane. Schools need to fill their freshmen classes and marketing is a relatively low-cost way to do it.

among the most stupid and wasteful thing I've heard. Those colleges get taxpayer provided $ aid. This is how it's spent?
-
Butler is private. Funds to accomplish these visits are not taxpayer funds. FYI: Branding is critical to smaller private schools.
#Butler is world-class at branding.
