The petro dollar drives the world exchange rate though. There are plenty of dollars out there, so the dollar behaves in many ways like a commodity. From summer 2014 the dollar eu was 1.42 which dropped to 1.06 by Jan/Feb of 2016; then an accord was reached at Shanghai.

The value of the dollar depends on US implementation of economics...in other words following common sense .... The dollar will gain when US debt is reduced and quantity if money becomes tighter due to a more restricted (not necessarily greatly reduced) quantity
