        "Liar loans" made by independent mortgage brokers combined with nonexistent quality control by securities rating agencies were the prime causes of the mortgage meltdown, which of course led to the Bush Recession.

        Those rules insisting that banks loan to the poor were a main cause of the total financial breakdown about 9 years ago - remember that? Want more of the same? Loans should only be made to people who can pay back the loan - period!

        Actually, that's not true. Banks subject to CRA enforcement made very few mortgage loans to uncreditworthy borrowers while mortgage bankers who were not subject to supervisory review i.e., bank examinations, made the vast majority. Greed was the cause of the meltdown.

        I'm torn over this. On one hand we want community investment we want home ownership in inner cities to encourage civic pride etc... on the other we went through a sub prime melt down once.
