Anyone doing any business in third world or middle eastern countries is going to be involved in bribery. It is part of the culture in those countries.

Bribery is pretty much endemic in many countries. It is how things have been done for generations.

Bribery is bribery. It's not associated to any country or culture.

That is true. But in some cultures it is an accepted way of getting business done. One can choose not to pay them in those places, but one won't get any business deals there, either.

So it being on a larger scale and rebranding to lobbying gives 'first world countries' a pass?

Of course not. It happens there, too, but is usually seen as more of a criminal activity. Some countries such as Russia have a strong culture of "favors" in order to push deals through, might not always be money, though.
