Why borrow when a firm may repatriate overseas funds at a lower cost?

"The readings likely cement 2017 as the worst year for this type of lending in recent history. The average weekly rate of business-loan growth was 2.7% for 2017 through Dec. 20, compared with 9.3% in 2016 and double-digit growth in the two years before that."

This is exactly why we actually need an interest rate increase and why the tax plan will not lead to the spending/investment the GOP states it would.

Banks will have to look for more risky borrowers and hope the reward pays off. Large corporations are seeing record high gains in the market, tax cuts coming, and confidence in the market. Money is easy for them to come by.

They might consider how regulations make borrowing from traditional lenders less palatable than upstart firms. Hedge funds, fintech firms, crowdsourced capital....all lending in smaller increments than before, on asset classes previously avoided.

Can most likely be attributed to the uncertainty over the interest expense deduction where there was not much clarity for the majority of the year

Seriously? They don’t know why? I know exactly why and I am not a banker. I also know how they could increase the borrowing and repayment rate. I conducted a risk assessment of the current banking structure as research for my article on cryptocurrencies.
