        He has the power to move the US embassy. The UN trying to block it, but it's an overreach for them to do so since the host country agrees with the move. That's why the US can veto.

        Haha. He declared in the sense that he acknowledged that it is already the capital, according to present and historical reality. He did not declare in the sense of making an edict from on high that it should now be the capital. It was just a common sense acknowledgement.
