        I would argue he is a rational actor. His regime stands while the regimes of the Middle East have been toppled by the US. His country now has a serious deterrent. US must change foreign policy.

        Show me one news story that shows Kim making a first strike threat against U.S. or South Korea. "Deterrent to U.S Invasion" is what their nuclear and missile programs is. The U.S. broke the "Two Koreas Nuclear Disarmament Treaty" when the U.S. first brought nukes into SK.

        It wasn't even North Korea who first threatened nuclear use it was U.S. which lead to Kim's father's eventual start of their program. Kim has the right to build and test his weapons like any other nation.

        Ok, if he is rational lets negotiate a Nuclear Tech transfer of say 200 Megatons via air delivery, it will shed light on the process and clean any bad feelings the NK has towards us like a vaporizing cleaner.
