I shopped in a Penny's store in Ohio recently. NO sales people at counters, had to hunt for one at a counter and then she was overwhelmed with a line. A half hour in a line for 2 items. I vowed that I would not return to Penny's. NO customer service.

This is a result of the previous CEO who ran the company in to the ground w/no merchandise on the floor and cutting sales and coupons.

Who would have thought that hiring a tech guy eith no retail experience would be such a disaster...I don't know if the new CEO can fix it.
