        あとコストの問題はベネズエラの油種が重質油でアメリカの最終製品のニーズであるガソリンやナフサなどの需要と合わないのがまた一つコスト面の問題でこれはブレンドでアメリカの需要ニーズを解消できると思う。しかしベネズエラの売上が減少するので今度は重油の需要家を探さなくてはいけない。

        この売上減少と言う供給サイドの操業不足の問題がコストの固定比率の上昇に繋がる。この問題解決は一つは重油の需要家を探す事で我々の答えは一つは北朝鮮の重油需要であり最近調べたら韓国も重油輸入国なので需要家の埋め合わせは取引先の変更や新規受注で解消できる。もう一つの問題解決は水素。

        水素は石油精製中に発生する水素をエネルギー源として活用する事。これは日本が新たな需要家として名乗りを挙げと技術と設備を持ち合わせている。今まで捨てていたものを新たなエネルギーとして使うので付加価値は非常に高い。水素分がそのまま利益を押し上げるので操業を増やすこと無く利益が向上する

        これが今までのベネズエラの原油のコスト高問題を解決しながら既存の設備を活用し新規設備投資を抑えながら新規需要を掘り起こし顧客開拓をしていく日本が提案するベネズエラ救済スキームだ。重質油重油の需要家として途上国顧客を新たに組み込むのがベネズエラ救済では一つの必要条件。

        別に北朝鮮の核開発とかそういうことを一切考えずにそれこそコスト要因に注目して地理的に近い発展途上国で経済的メリットがあるという2点にだけ注目した。モンゴルが重油消費国かは知らないが人口が900万人ぐらいなので市場規模としては小さい方だと思うのでもう少し需要家がいるといい。

        確かにコストはかかるのが現状だ。だが、それはアメリカの視点であって日本は 水素の付加価値を加えることで利益部分を増やせると考えている。ベネズエラも社会資本整備が遅れていると言うよりむしろ進んでいて食料インフレを考えると 生活の為に必要ないものを持ちすぎてしまっていると見える。
