Even if residences have flood ins through FEMA 250K cap on building & 40,000/42,200 contents which is not much when u lose everything

Queensland/Brisbane etc had the same problem in 2010! And recovered very quick/well so there is hope

It won't be insured. Flood insurance being optional the vast majority won't have any.

Usually natural disasters wont come under insurence coverages in any country, but it is responsibility of governments to handle fast.
