        This really isn't a stupid deal at all. You have to work in NY for as many years as you receive free school benefits

        If you don't follow the rules it turns into a loan. More states should do this. It's healthy competition in this free market

        They should only be required to be a resident of the state. How are they going to enforce "you can leave" acquirement?

        You can leave whenever you want and it converts to a loan if it's earlier than the agreed on time. Most scholarships have requirements.

        People seem to have a problem w the requirement to stay & work in NY for a while but it seems very fair to me to ask that of them.

        They are getting a free education. They don't have to accept the scholarship. Get a loan and go somewhere else if you don't want to stay.
