This is not an "ordinary course" of business activity/request. What is more effective as a manufacturer...negotiating in advance, before the supplier gets your money? Or negotiating after the supplier already has your money? There is nothing common about this.

All the auto companies do this. It's also partly agreed to in the initial contracts when supplier business is awarded. But for some reason everyone likes picking on Tesla?

Auto OEM's re-negotiate costs constantly, suppliers commit to cost reductions during vehicle program lifetime, and suppliers together with OEMs work to change designs for cost effectiveness. The article facetiously discusses the concept. What was your job btw?
