No. In USA, the President is not 'free to govern as he promised', since he is not a dictator like it is in Russia. President, Congress and Courts all have equal powers

It seems to me that he can not even meet another president by himself. He is forced to retract in an unworthy manner. In Russia, the "dictator" governs thanks to a constitution (supported by the US) when Yeltsin was there, who shortly before in 1993 had bombed the parliament.
