Two thoughts: 1. If the name, address, etc. on a driver's license are pieces of info that police is already allowed to access if related to an investigation, why not the photo on the license as well? 2. The only people who should really worry about this: the crooks themselves.

I have no issue with this, driver's license is a government document and your data is already available. This is in fact a very cost effective method. The acquisition of your DNA, user data, and/or finger prints is a different matter.
