So the 'armor broken' aimpunch is only for that one bullet when the armor breaks? Then it resets to 'no armor' aimpunch?

Yes in all the tests there was higher aim punch when the vest broke and after that you would have "no vest" aim punch. This will in some situations give you more aim punch on a level 3 vest than with a level 1.
