Passing a constitutional Amendment will be even harder than anything else due to the need to get consent from the states that all profit form how the #US picks our pockets.
We need POTUS approval anyway because if we don't have it our American friends could just invade.

Actually, the big hurdle is Congress, because they would have to approve it to put it to direct referendum per Article V. And if it does pass referendum, then the President would be bound by the new amendment as law and SCOTUS would have to uphold it. (more)

I don't see Congress as a big hurdle if CA continues to be a thorn in their side, they maintain conservative majorities, and our cultures continue to drift apart. But honestly what the real problems will be are very hard to predict because we are trying to predict the future.

I would say the first step is the CA gov. bill or an initiative that directs us toward Independence. Then we work out the details with our American friends preferably without a Constitutional Amendment (I see passing a constitutional amendment as harder than any other method).

A state prop wouldn't be binding, other than to say, "We want this." Congress would ignore it because they can't stand to lose the 5th largest economy which has been funding their BS.
