Personally, I don't think housing is market based; there's homeless AND empty houses... a paradox. I suggest a 25% rent cap/floor, regardless of monthly pay. Then, owners will be on renter's side, with both telling employers to pay cost of living.

Make $100/mth, rent is $25/mth. Make $1,000/mth, rent is $250/mth. Make $1,000,000/mth, rent is $250k/mth. THEN it's market based. Obvious incentive of owner to fight WITH renter AGAINST employer; who wouldn't want to collect $250k/mth for doing nothing?
