The biggest advantage of mixed-income public housing, in my view, is that it avoids the political downfalls of both 100% low-income public housing and voucher programs—the constant danger of Republicans taking power and gutting funding

Voucher programs are largely federal—states have much harder budget constraints than the federal government does

making section 8 an entitlement would be a great boost to mixed-income housing. I think it would be OK to rely on it, entitlements have survived GOP rule in the past and stuff like food stamps has even been expanded.
