New Jersey should do the same for its nonpartisan municipal runoffs. Elections end up being decided by ultra low December turnout instead of higher November turnout.

I would estimate that half my day is spent trying to remember the names of the people who I need to e-mail for work. "Why can't I remember this dude's name??"
Then in 1953, it was expanded so any civilian could use a VBM so long as they had a specific reason for why it was needed. In 2009, we made it universal and removed the rationale requirement. We have a long history and tradition of VBMs in New Jersey. They ain’t going anywhere.
Fun story (to maybe nobody but me) about VBMs, but we’ve had them in New Jersey for a long time. Originally permitted from 1815-1820 for the military, then brought back in 1876 for use during war. In 1948, anyone in the military could use them at any point.
