How would the presence of make-work inefficient federal jobs solve this issue?

I’m guessing by the phrasing of your question this is not a good faith inquiry but a federal jobs guarantee is a safety net and a guaranteed alternative to whatever work situation you’re facing, which would force existing employers to have to *try*

I dunno about that. It could also be if you ask for more than the budget, they can move on with another applicant. If it's just beyond the budget and you're compelling they might negotiate.

They can say “at least x amount depending on experience” or something. I’ve actually seen this done and think it’s great. If they list what is budgeted and you require way more, you wouldn’t waste your time applying as an applicant

It’s so odd that we don’t require employers to disclose the salary range they’re going to be able to offer. The only downside is that they’d actually have to pay people... what they planned to pay them?
