I suspect the people wearing it under their nose know they're doing it wrong, they just don't care and skate by mask mandates
If you wear a mask to stop a virus from exiting and entering your body through your face holes, then only covering your mouth (one of three face holes) doesn’t work.

If anything its a little better for the people around them while it bearly helps them since i think most particles that can infect people escape from the mouth.
