You want the softball answer or the real one? Screw it, no need for softball stuff anymore. Police exist to protect the ruling elite from the people. Why would they want to eliminate a tactic that aids in that? Once they figure out a work-around, you'll see a faux end to it.

Because it is the primary measure of social control. Police are the literal part of the boot on our neck. The 1% literally make profits off of prisoners. Unemployed people don’t make them profits but prisoners do. It’s called subjugation.
