This ad was more likely aimed at former Trump supporters than former Bernie supporters. Bernie "reached across the aisle" with his excellent Fox News town halls, getting people on his side with common ground and showing them respect. Biden's idea of that is to be more racist.

Recognizing how bad his dementia is, I doubt Biden has control over this ad or his campaign. I also don't think the Corporate Dems/DCCC want to win/beat Trump. All they want to do is beat Bernie/eliminate the threat of their loss of power. Little do they know Bernie's Revolution.
