With lower income and middle class students who ARE the most vulnerable? Also, if it’s successful wouldn’t that be more evidence of why it should be applied across the board?
Or we start by helping everyone. Just like the COVID relief should have, but instead we left out people who made a certain amount, then got cancer and lost everything shortly after filing taxes. There are always people who need the help who will be left out unless it’s for all.

Means testing is corrupt tactic to sabotage progressive policy. Moderate Dems introduce it with the excuse of "oh well we wouldn't want to help rich people" and then they let Republicans do the dirty work of making it impossible for the people who need help to get approved.
