I suggest a plan to get the court to 15 justices, every presidential term sees at least 2 justices nominated until we get there.
It is Congress that decides whether there should be or less justice's on SCOUS. The founders had 5, went to 7, then 9, peaked at 10, then returned to 9. Rather than add justices, simply go back to 7, dump the 2 newest problem solved.
