People forget that CEOs of major corporations often have some of the highest rates of sociopathy of any profession. Preventing lead poisoning of children with your billions of dollars requires decency and compassion. Billionaires don’t get that rich off of good ideas alone.

It's very chicken-and-egg. It takes a sociopath to make a lot of the choices that give you that much wealth, and having that much wealth inoculates you from real consequence and can make you callous to others' suffering.
