You are confusing the concept of a domain name registrar with the concept of a traffic routing ddos-mitigation service.
Neither one of those necessarily “hosts” the endpoint. One points, the other handles. A “host” is yet a third, and different, thing.

All machines in Russia have to have data available to Russian authorities - so all your personal information will be made available to them.
It is a law there and why a few Western companies have left.
Nothing says “keep america great” like planning to destroy the US government using a social media service (Parler) owned by a Russian sympathizer, run on Russian servers, and belonging to a group led by a Russian asset (trump)
