It looks like Parler is using Epik’s platform. From what I can tell, they don’t have servers in Russia. What am I missing?

You are confusing the concept of a domain name registrar with the concept of a traffic routing ddos-mitigation service. Neither one of those necessarily “hosts” the endpoint. One points, the other handles. A “host” is yet a third, and different, thing.

Remember that the Russian units that attacked the 2016 election were MILITARY cyber units. IOW, an act of war. Meaning anyone who assisted them could be charged with TREASON rather than Seditious conspiracy.

So Parler is essentially a Russian propaganda site now. Wonder if the Russians now have access to Parler users, data family and friends. Lol, and trump tried to close tick tock because they had peoples phone number.

Unfortunately, I do not understand the impact this has on surveillance. Does location of servers in Russia impede U.S. law enforcement from surveilling American insurrectionists?

All machines in Russia have to have data available to Russian authorities - so all your personal information will be made available to them. It is a law there and why a few Western companies have left.
Nothing says “keep america great” like planning to destroy the US government using a social media service (Parler) owned by a Russian sympathizer, run on Russian servers, and belonging to a group led by a Russian asset (trump)
